Staffing agency onboarding paperwork: a checklist and how to get it signed fast
The onboarding forms staffing agencies and recruiters collect from every placement, which belong in payroll, and how to get the rest signed in one link.
Staffing agencies onboard more people than almost any other kind of business, often on short notice and for short assignments. A candidate accepts on Tuesday, the client wants them on site on Thursday, and in between someone has to collect a stack of forms, chase the missing ones and file everything where an auditor can find it. This guide covers what goes in the packet, which parts belong where, and how to get it signed in minutes rather than days.
This is general information for US staffing agencies, not legal or tax advice. Requirements vary by state, by city and by whether the worker is your employee or an independent contractor. Check the details with your employment counsel.
The onboarding paperwork checklist
Government and payroll forms
- Form I-9, Employment Eligibility Verification. The worker completes Section 1 by their first day; you examine their documents and complete Section 2 within three business days.
- Form W-4, and the state withholding form where your state has one.
- Direct deposit authorization, with bank details.
- Independent contractors: Form W-9 instead of the W-4, and no I-9.
Your agency's own documents
- Employment agreement or terms of assignment: pay rate, how assignments are offered and ended, and who the worker reports to on site.
- Independent contractor agreement, for 1099 placements.
- Handbook acknowledgment, plus the policies you want signed individually: anti-harassment, timekeeping and overtime, attendance, drug and alcohol, and confidentiality.
- Background check disclosure and authorization, if you run checks (more on this below).
- Drug test consent, where a client requires screening.
- Safety and client-site acknowledgments: PPE, site rules and any training the client requires before day one.
- Emergency contact form.
- Arbitration agreement, if your agency uses one.
Split the packet in two
The quickest way to simplify onboarding is to stop treating it as one pile.
Collect the government and payroll forms in your payroll or I-9 system. Form I-9 and Form W-4 can be completed electronically, but each has its own rules: USCIS sets requirements for electronic I-9 signatures, storage and retrieval, and the IRS sets its own for electronic W-4s. Payroll providers and I-9 tools are built around those rules, and they're where the data is needed anyway. Bank details and Social Security numbers belong in the system that pays people, not in a PDF.
Send your agency's own documents as one e-signature template. These are the documents that change from agency to agency, need a signature and a date, and cause most of the chasing. They're also the ones an e-signature tool does best: one link, one signing session on the candidate's phone, and a sealed PDF back in your files.
Build one template for the agency packet
Most staffing agencies end up with the same stack of documents for every placement, so set it up once as a reusable template.
- Combine your documents into one PDF: agreement, policy acknowledgments, safety acknowledgment and emergency contact form, in the order you want them read. Keep the background check disclosure out of it.
- Upload it as a template and add two roles: Candidate and Recruiter.
- Place the candidate's fields: signature and date on each acknowledgment, initials where a policy needs them, text, phone and email fields for the emergency contact, and checkboxes for each policy.
- Add a "Worker type" dropdown (Employee or Independent contractor) and use Show only if rules on the fields that differ, such as the contractor's business name and the employee-only policy acknowledgments, so each person fills in only what applies to them. One template then covers both W-2 and 1099 placements.
- Add attachment fields for anything the candidate needs to upload, such as a certification, a forklift license or a food-handler card. Uploads up to 10 MB in PDF, image, Word, Excel, CSV or text format are stored privately and fingerprinted on the certificate of completion.
- Put the recruiter's countersignature last and turn on signing order, so the agency signs only after the candidate is done.
Step by step: how to turn a PDF into a reusable, fillable contract template. Signing order is covered in how to get a document signed by multiple people, in order.
The background check disclosure is its own document
If you order background checks from a consumer reporting agency, the Fair Credit Reporting Act requires you to give the candidate a clear disclosure, in a document that consists solely of that disclosure, and get their written authorization before you order the report. Courts have held that adding a liability waiver or other terms to the disclosure breaks that rule, and it's a common basis for class actions against employers.
So make it a separate, one-purpose template and send it as its own envelope at the same time as the packet. Electronic signatures work for the authorization. Some states and cities add their own notices and limit when you can run a check, so ask your screening provider for the current forms for each place you hire in.
Three ways to send it
One new hire at a time
When a candidate accepts, pick the template, enter their name and email and the recruiter's, and send. Turn on automatic reminders and set an expiry date a day or two before the start date, so an unsigned packet surfaces before the shift does, not after.
A whole class of hires at once
Staffing up a warehouse for peak season or a new client site? Export the list from your ATS or a spreadsheet with a name and email per person and bulk send the template: up to 500 rows at a time, each person with their own envelope, reminders and sealed copy. Rows with a bad email address are reported without stopping the rest.
Automatically, from your ATS
If you have a developer or an integration partner, the API creates the envelope from your template when a candidate is marked as placed, prefilled with details your ATS already knows, such as pay rate, client name and start date, as read-only fields. A signed webhook tells your ATS when the packet is complete. See how to add e-signatures to your app.
For walk-in hiring events, a public form link or QR code lets each candidate open the acknowledgment form on their own phone and sign their own copy. Public links are for single-signer documents, so use them for the forms that don't need a recruiter countersignature.
Make it easy on the phone
Most temp and light-industrial candidates will open the packet on a phone, often between shifts. A few things keep completion rates up:
- No account to create. Candidates open a personal link from the email and sign. Only your recruiters need logins.
- Guided signing. A Next button walks the candidate field to field, so nobody misses the initials on page six.
- Fewer fields. Prefill what you already know instead of asking for it again.
- Your branding. Your logo, colors and reply-to address on the emails and signing page tell the candidate it's really from the agency they talked to, not a phishing attempt.
Keep records that survive an audit
- Every completed packet is sealed. The PDF is flattened, digitally signed and fingerprinted, with a certificate of completion showing when the candidate opened, consented to sign electronically and signed, from which IP address and device. Anyone can later check it hasn't been changed.
- File by worker, not by recruiter. Download the sealed PDFs into each worker's file, or pull them into your ATS through the API, so the record doesn't leave with a recruiter.
- Know your retention periods. For Form I-9, for example, you must keep it for three years after the hire date or one year after employment ends, whichever is later, and federal rules require keeping most other personnel and payroll records for one to three years.
Electronic signatures on these documents are valid under the US ESIGN Act and UETA. For the details, see are electronic signatures legally binding?
What it costs
Staffing agencies tend to have many recruiters who each send a few packets a week, which is exactly where per-seat e-signature pricing hurts. Parapho Team is $15 a month, or $150 a year, for unlimited users, with templates, conditional fields, bulk send, reminders, signing order and branding included. Unlimited sending is subject to fair use of 1,000 envelopes a month per workspace; if you onboard more people than that, tell us and we'll work out a plan. Compare it with other tools in cheap DocuSign alternatives.
Frequently asked questions
What paperwork does a staffing agency need from a new temp worker?
Typically Form I-9 and Form W-4 (plus any state withholding form), a direct deposit form, the employment agreement or terms of assignment, handbook and policy acknowledgments such as anti-harassment and timekeeping, a background check disclosure and authorization if you run checks, and any safety or client-site acknowledgments. Independent contractors sign a contractor agreement and a Form W-9 instead of a W-4.
Can temp workers sign onboarding documents electronically?
Yes. Under the US ESIGN Act and UETA, employment agreements, policy acknowledgments and similar documents can be signed electronically. Form I-9 and Form W-4 can also be completed electronically, but only in systems that meet USCIS and IRS requirements, which is why many agencies collect them through payroll or a dedicated I-9 tool.
When does Form I-9 have to be completed?
The employee completes Section 1 no later than their first day of work, and the employer completes Section 2 within three business days after the first day. Employers enrolled in E-Verify can use the DHS alternative procedure to examine documents remotely over a live video call.
Can the background check disclosure be part of the onboarding packet?
It should be its own document. The Fair Credit Reporting Act requires the disclosure to be in a document that consists solely of the disclosure, so don't bury it in an application or agreement. Send it as a separate template, or as a separate envelope alongside the packet.
How do recruiters send onboarding packets to many new hires at once?
Build the packet as a template, then bulk send it from a spreadsheet with one row per new hire. Each person gets their own envelope, reminders and sealed copy. For a steady stream of hires, an API integration with your applicant tracking system can send the packet automatically when a candidate is placed.
